I read the pdf. Looks like this guy is doing square foot gardening. His soil mixture- peat moss, husks and 'essential ingredients" sounds like the peat moss, vermiculite, compost combo used in square foot gardening.

yes, it is, and he has raqised beds. what he is doing is nothing new.
I have several raised beds my self. good way to go.
but for corn, and such, i still plant in a reg. style garden.
