I was in a position on the dept. (Flint,City) to assist in making some major departmental policies that were 'rubbing against the grain'. Keep in mind that my rank was at the bottom: a police officer, not Sgt,Lt. or Captain.
I, being a troop on the street for 20 years knew the mindset of many officers.
The biggest thing that I knew from basic human nature: People HATE change!
The book, 'Somebody moved the cheese' says it all in the title.
I recommended that the Chief visit every roll call and speak to the troops directly, not through a memorandum.
This was done rarely because of the size of our dept, well over 300 at the time.
He agreed and did so. It took a lot more time but in the end it seemed that there was much more agreement by the troops.
After his visit, the new rules came out in writing and then it was just me and a few others speaking to the few stubborn ones that couldn't 'find the cheese' still.
Like I said, it took a lot more time, but by making each officer that worked the streets feel having that direct contact with the Chief, things went smoother.
