We aren't talking cash benefits here...the article states less than $2.00/day "from all sources". My God. Health care benefits alone under Obamacare Medicaid which ALL without income (or less than $2.00/day income) qualify for, amount to a value of many hundreds of dollars per month.
A large number of homeless are mentally challenged, or choose to live the lifestyle. Those who can't work the system need help navigating the system - I will freely grant that. Those who choose the life as is, well, OK then.
Food stamps are available depending on income. At less than $2.00/day, the people in the article qualify.

Certainly an individual making less than $60.00/month (those the article targets) qualifies for food stamps or SNAP.
