    The memo was issued by the Federal Bureau of Investigation (FBI) and the Department of Homeland Security (DHS) as a Joint Intelligence Bulletin and is titled, “Islamic State of Iraq and the Levant and Its Supporters Encouraging Attacks Against Law Enforcement and Government Personnel.” It is labeled, “UNCLASSIFIED/FOR OFFICIAL USE ONLY” and asserts that it may be exempt from the Freedom of Information Act and should not be released tot he public, the media, or anyone else not authorized by the DHS.

    The document alerts US law enforcement personnel, including FBI Special Agents, to be aware of their surroundings and to monitor their families’ use of social media to “avoid revealing FBI or law enforcement affiliation.”

    Police officers shot and killed a hatchet-wielding man on Thursday on a Queens street after he struck one of the officers in the head with the blade, the police said. A woman who was a bystander was also wounded in the gunfire.
    The man, who was not immediately identified by the police, died at the scene. The officer, also not identified, was said to be alert at Jamaica Hospital Medical Center, according to Deputy Chief Kim Y. Royster, a top police spokeswoman. Details of the woman’s injuries were not immediately clear, though they did not initially appear to be life-threatening.
    The violence, in a preliminary police account of the scene, appeared to explode out of nowhere on the sidewalk of Jamaica Avenue near 160th Street just after 2 p.m. Four uniformed officers assigned to foot patrol in the area were standing together when the man approached them, raised the hatchet and struck one of the officers in the head, Chief Royster said.
    One or more other officers drew their weapons and opened fire several times on the man, killing him. It was not immediately clear where the woman who was struck in the hail of gunfire had been standing, but Chief Royster said she appeared to be unconnected to the suspect.
    A second officer may have been struck in the arm during the hatchet attack, the police said.
