The BBC has reportedly paid £15,000 to one of Jimmy Savile's victims

The BBC has made a new payout of £15,000 to one of Jimmy Savile's victims who was abused by the DJ's friend, it has been reported.
The victim, who lived in care home, said he was molested by the star's pal after writing into Jim'll Fix It and asking to meet Abba or Boney M in the late 1970s.
It was claimed that Savile paid for his travel from Northern Ireland and then passed him over to another abuser when he arrived at Television Centre in London.
The BBC were said to have agreed a £15,000 damages payment, according to the Sunday Express.
The Corporation refused to confirm the payment given to the victim, now 54, when contacted by the MailOnline.
The man, who has not been named, reportedly tried to raise the alarm after being introduce to the disgraced celebrity and witnessed him abusing a young girl.
He claimed to have been abused himself at the home where he lived.
He told how he asked the security men at the BBC reception for help, but was then led back into the room by one of the paedophile DJ's assistants.
'I had been so used to being abused I knew what was coming,' he told the newspaper's James Murray.
'A man in his 50s joined us, sat behind me and said he would be taking care of me.'
He said the man took him to a central London club where he believes he was drugged before being abused by the man.
Savile later made him a packed lunch before he was given £5 and sent home to Northern Ireland.
The man claimed he was initially turned down for compensation by the BBC because he was not abused by Savile, but he has since received a payout.
The entertainer, who is believed to have abused more than 1,000 victims, died aged 84 in October 2011.

They included a total of 177 patients, aged between five and 75, across 41 hospitals.
Anne Diamond's ex-husband Mike Hollingsworth said the BBC's Top of the Pops studios resembled scenes from a 'Carry on' film.
'There was always something of a loner about Savile and there were rumours circulating about him and what he did,' said Mr Hollingsworth.
The BBC has come under fire over its failure to act on rumours of Savile's behaviour towards children and young people.
Management axed a Newsnight investigation into the DJ's abuse in November 2011 despite protests from staff they were hiding the 'real truth'.

After paedophile Stuart Hall pleaded guilty in 2013 to 14 charges of indecent assault, the BBC announced another inquiry, led by Dame Linda Dobbs, the former High Court judge, whose findings have gone to Dame Janet
A spokesman for the BBC told the MailOnline: 'The terms of the scheme were agreed with lawyers for the victims, as well as the NHS and the Savile estate.
'The BBC has made a financial provision to deal with these claims, as it does for any potential claims arising from litigation. We will not discuss individual cases.'

The NHS has paid out more than £250,000 to victims of Jimmy Savile, it has been reported.
Savile was allowed unfettered access to the NHS where he raped and sexually assaulted patients in 41 hospitals during a 24 year reign of abuse.
Figures obtained under the Freedom of Information Act were claimed to show that 27 victims have now received compensation, averaging at £10,000.
The total payouts to date stand at £262,250, according to the Sunday People.
A further 40 claims for damages are said to remain unresolved.
The paedophile DJ attacked 60 NHS patients at Stoke Mandeville Hospital alone, where he was given his own private bedroom and 24 hour access to all wards.
It is also likely that he had sex with bodies in a mortuary at Leeds General Infirmary for up to 50 years.
He went onto abuse a total of 177 patients, aged between five and 75, across 41 hospitals, a damning report revealed in February.
Lawyer Liz Dux, who is representing some of the Savile victims, reportedly told the newspaper that the NHS were 'very, very slow to get started.'
'The victims were getting very frustrated and we have had to push them,' she reportedly said.
'There were delays but generally the cases have been accepted.'

1,000 cases in three months means roughly eleven cases a day. Why is this so widespread, since our moral superiors constantly insist that it has nothing to do with Islam? More than 1,000 cases of female genital mutilation (FGM) were recorded in just three months in the UK, it has been revealed.
For the quarter April to June this year, there were 1,036 newly-recorded cases of FGM in England, with a total of 1,159 attendances for FGM, according to the Press Association.
Nine of the individuals were aged under 18 when they were first seen, the data from the Health and Social Care Information Centre (HSCIC) revealed.
The shocking figures have been made public after the health service began recording incidences of FGM for the very first time.
Much of the FGM reported may be historic, as the abuse is normally carried out on infants and young teenagers. The NHS data did not specify whether it was carried out in the UK or abroad, as is the case in many instances of FGM.
Tanya Barron, chief executive of global children’s charity Plan UK, which works to combat FGM worldwide, said: “It’s shocking to see the extent of FGM here in the UK.
“We’ve seen hugely increased attention on this problem in the past few years and we are now waking up to the scale of this terrible practice.
“What we must always keep in mind though is that this is not specifically a British problem.
“FGM is a practice with an inherently global dimension.
“And while it’s vital that we do everything we can to stop FGM here in the UK, as well as to support the girls and women affected by it, the reality is that this practice won’t end in the UK until it is ended worldwide.”
FGM is illegal in the UK. It is also illegal to take a female abroad for the purposes of FGM.
The maximum jail term for carrying out or enabling FGM is 14 years.
According to the World Health Organisation (WHO), FGM is carried out for social and religious reasons and is an “extreme form of discrimination against women”.
Babies born to women who have undergone FGM suffer a higher rate of death compared with those born to women who have not undergone the procedure.
Women with FGM also have increased risk of stillbirth, infants that need resuscitation and low birth weight babies.
FGM is estimated to lead to an extra one or two baby deaths per 100 deliveries worldwide.
An estimated 130 million women and girls around the world are through to be living with FGM.
An international day of zero tolerance of FGM took place earlier this year, with a number of measures, including NHS recording, outlined to help to end the horrifying practice.
This included better training for frontline health workers on how to communicate with patients about the highly sensitive issue, allowing clinicians to note on a child’s health record if they are at risk of FGM and an additional £2million for a programme backed by Barnardos and the Local Government Association to create a specialised team of social workers.

When did everyone (and I do mean everyone) decide that cowardice and appeasement were the proper responses to violent Islamic intimidation? When did everyone (and yes, I mean everyone) decide that the freedom of speech was expendable enough to be sacrificed, and Sharia blasphemy laws worth submitting to, for the sake of a few more moments of peace?

Visitors to a London exhibition celebrating freedom of expression this week found plenty of familiar taboo-busting work, from Jamie McCartney’s The Great Wall of Vagina, an eight-foot long cast featuring the genitals of 400 women, to Kubra Khademi’s video of an eight-minute walk she made through Kabul in Afganistan, dressed in lushly contoured body armour. But they will have looked in vain for one work detailed in the catalogue by an artist known only as Mimsy.
Isis Threaten Sylvania is a series of seven satirical light box tableaux featuring the children’s toys Sylvanian Families. It was removed from the Passion for Freedom exhibition at the Mall galleries after police raised concerns about the “potentially inflammatory content” of the work, informing the organisers that, if they went ahead with their plans to display it, they would have to pay £36,000 for security for the six-day show.
In Isis Threaten Sylvania, rabbits, mice and hedgehogs go about their daily life, sunning themselves on a beach, drinking at a beer festival or simply watching television, while the menacing figures of armed jihadis lurk in the background. “Far away, in the land of Sylvania, rabbits, foxes, hedgehogs, mice and all woodland animals have overcome their differences to live in harmonious peace and tranquility. Until Now,” reads the catalogue note. “MICE-IS, a fundamentalist Islamic terror group, are threatening to dominate Sylvania, and annihilate every species that does not submit to their hardline version of sharia law.”
The decision to remove the work from Passion for Freedom came after the Mall Galleries consulted the police, who raised “a number of serious concerns regarding the potentially inflammatory content of Mimsy’s work”. The gallery cited a clause in the exhibition contract which allowed it the right to request removal of an artwork.
The organisers of the not-for-profit organisation said: “To our shock the highlighted work was humorously mocking the despised terrorist organisation that causes suffering to many, not only in the Middle East, but also here, in Europe and the America,” adding that, in view of the decision, the word “uncensored” had been removed from all their publicity for the show….

Police chiefs have given a stark warning to Ministers that the next wave of massive spending cuts poses a ‘considerable risk to national security’, it can be revealed.
In a confidential top-level report written by senior officers and seen by The Mail on Sunday, a chilling picture emerges of a depleted emergency service, with forces unable to cope with riots, crime rates surging and local patrols a thing of the past.
The country’s top police chiefs held a secret summit this month to discuss the impact when billions more pounds are slashed from their budgets under Government austerity measures, forcing them to lose thousands more frontline officers.
Their report has been delivered to Home Secretary Theresa May and top civil servants as Chancellor George Osborne prepares to tell Whitehall the size of the savings it must make over the next four years.

The police chiefs warn that cutting central grants to forces by more than a quarter by 2020 will mean:

• The traditional bobby on the beat and patrol car ‘disappear completely’ in some areas, leaving officers just responding to emergencies.

• Without ‘eyes and ears’ in communities, police are left unable to gather intelligence on criminals and terrorists – with ‘big implications for national security’.

• Crime levels ‘rise more significantly’ as local prevention work is axed.

• Far fewer officers can be mobilised to tackle national crises, such as riots.

• There will be a ‘fundamental change’ in policing, with officers unable to act as ‘society’s safety net’ by attending accidents, looking for missing people and preventing suicides.

• Some forces go bust as they struggle to get rid of enough officers, without the ability to sack them.

Sara Thornton, head of the National Police Chiefs’ Council, told the Home Office: ‘Chief constables are extremely concerned about the impact of the forthcoming spending review. They are extremely concerned that the scale of cuts, coupled with changes to the way grant is distributed, will fundamentally change policing in this country.

The 43 forces in England and Wales lost £2.3 billion – a quarter of their central grants – over the past five years, forcing them to lose 16,916 officers and 20,441 staff and community support officers. Police strength stood at 126,818 officers in March.
But as the Government insists public spending must be cut further, while the health, education and overseas aid budgets are protected, chief constables have been bracing themselves for an even bigger hit.

The secret document sent to Home Secretary Teresa May reveals police concerns over the potential cuts

The results of the spending review to be announced by the Chancellor on November 25 will probably mean cuts of either 25 per cent or 40 per cent in the Government grant to forces over the next four years.
At the same time, the Home Office is changing the way it distributes the cash, which could mean rural forces getting more and big cities having to make do with less.
To consider the threat, there was a ‘specially convened meeting’ of chief constables in London on September 7, attended by Ms Thornton as well as Britain’s top policeman, Metropolitan Police Commissioner Sir Bernard Hogan-Howe. They discussed the cuts they have already had to impose in the face of rising crime, the complex issues they face such as child abuse, online offences and fraud, and the increased demands from struggling social services and NHS bodies.
They also examined where the axe might fall to see how they could implement the next round of cuts without further increases in crime. They agreed a 16-page document and rushed it to the Home Office and Treasury Permanent Secretary Sir Nicholas Macpherson.
They say that 25 to 40 per cent cuts will put ‘the cherished and effective model of policing at risk’. And they warn: ‘We are genuinely concerned that a number of forces may fail as they face even deeper cuts.’
Because almost all of police budgets go on salaries, the police chiefs say they are ‘deeply concerned’ there will have to be a four-year nationwide recruitment freeze.
The report admits: ‘At the extreme end of the spectrum there is considerable, albeit reluctant, support for compulsory redundancy to be available to manage significant cuts.’ By getting rid of local officers, the cuts would ‘take the police back to a response based service’ that would spell the end of ‘proactive neighbourhood policing work that the public value and has helped to keep crime down in recent years’.
Currently, police are the service of last resort – ‘especially after 5pm on Friday when most other agencies close for the weekend’ – but if they no longer have enough officers to respond to traffic accidents, missing people or suicide threats, it will ‘pass on considerable cost to other agencies’ and mean ‘some of the most vulnerable in our society are not protected as society expects’.

Separate ‘Silver’ and ‘Gold’ groups comprising chief officers, crime tsars, watchdogs and Home Office officials have also been discussing how the axe might fall.
Documents from one of these groups obtained by this newspaper show that 40 per cent cuts would mean police losing another £2.283 billion by 2020. Even the more likely 25 per cent cuts would be ‘broadly equivalent to the loss of over 40,000 posts’, mostly officers, taking police strength below 100,000 for the first time since the early 1970s.
‘The biggest challenge would be whether an effective policing service could be delivered with an officer establishment of 70,000 to 80,000 posts,’ a Silver Group document stated.
It identified several areas around the country where crucial police activity is at risk. In Lincolnshire, there could be ‘dramatic changes’ such as the end of ‘proactive patrol’ and the scrapping of all Police Community Support Officers (PCSOs).
By 2017-18 the entire force could be ‘unsustainable’, although it may be saved by funding changes that favour rural areas.
In Lancashire, ‘surveillance capacity is at risk’ as is the local Serious and Organised Crime Unit. The Metropolitan Police in London may have to double its response time for non-emergencies to two hours and is likely to lose 1,000 PCSOs.
Other forces such as Leicestershire are overhauling the way they handle 999 and 111 calls so more are dealt with solely on the phone or by officers booking an appointment to see crime victims, rather than providing an immediate response. Many forces, including West Midlands, are losing so many officers, particularly in specialist roles, that they will be ‘unable to meet mutual aid obligations’ – meaning they cannot provide reserve strength to other areas dealing with riots, terrorist attacks, manhunts or large public events.
The stark warnings about the threat of further job cuts and deterioration in the service will alarm rank-and-file leaders gathering at Edinburgh today for the annual National Police Memorial Day.
Steve White, chairman of the Police Federation, said: ‘The Government is failing to listen and recognise that the threats have never been so great. Compulsory severance – which is just a fancy way of sacking officers and making them redundant – means the very independence of officers will be under threat. The Government has no idea about the very real impact their ill-thought-out plans will have.’
Mike Penning, Minister for Policing, Crime, Criminal Justice and Victims, said: ‘There is no question that the police still have the resources to do their important work. What matters is how officers and staff are deployed, not how many of them there are in total.’
Jack Dromey, Shadow Policing Minister, said: ‘We urge Theresa May to look at the evidence, listen to what police forces across the country are telling her and reconsider her reckless proposals.’

David Blunkett warns about the risk of drastic cuts

People are always sceptical of what they call ‘shroud waving’ by key public services and no less so when the police claim that cuts threaten basic services.
But this time the emergency meeting of chief constables three weeks ago and the 16-page document sent to the Treasury and the Home Secretary have to be taken seriously.
Experienced chief officers who are not renowned for anti-Government statements, such as Sara Thornton of the National Police Chiefs’ Council, have to be listened to when they warn of a potential meltdown, not just in basic policing in our streets but in the threat to national security.
Over the past five years, policing in England and Wales have seen draconian reductions of up to a quarter of previous budgets.
As a former Home Secretary, I am painfully aware that those sorts of cuts, now to be repeated, cannot be made without the removal of frontline officers on our streets and, of course, experienced and expert units that understand intelligence and security challenges and how to prevent and not just deal with critical incidents.
What is astonishing about the cry of pain from senior officers is that this is a Tory Government threatening the basic fabric of policing.
Over the past 25 years, a consensus had emerged that restored a commitment across the political divide to neighbourhood policing and the importance of tackling the domestic threat from international terrorism.
In the years I occupied the seat now filled by Theresa May, I was able to increase the number of trained officers by 15,000 as well as the thousands of community support officers introduced into neighbourhood teams.
That number has now sadly been reversed and if the top policemen are to be believed, another round of cutbacks will destroy the very essence of the people’s policing service that is rooted back to Robert Peel more than 180 years ago.
The message is very clear: This time, politicians must heed the warnings of those who have so far implemented reductions in their service in a manner that has sought to protect us from the worst consequences.
They know better than any of us when further drastic cuts would put us all at risk.

Policing has been steadily rising on the political agenda over recent months as the impact of the Government’s drastic cuts to the policing budget is increasingly felt, and concern mounts about the consequences to public safety.
Britain has seen the biggest cuts to any Police Force in Europe. Theresa May has slashed police funding by a quarter since 2010, and as a result, 17,000 police officers have been lost, with 23,000 more at the very least set to go in the next 5 years. It has been impossible for forces to protect their frontline officers. Already, 12,000 frontline officers have gone.
The Government’s skewed distribution means that some forces have felt the impact of these cuts harder than others. For example, the West Midlands and Northumbria police forces have suffered funding cuts of twice as much as richer Surrey.

Now, forces have been told to expect as much as a 40% cut to the policing budget in the Government’s upcoming spending review. Cuts of this scale come on top of the drastic reductions that forces have already had to take on, with serious implications for their ability to protect the public.
The Police force is not only absolutely crucial to public safety, but is often becoming a service of last resort as healthcare and other public service budgets are slashed too. Police have enough pressures without having to rush people to A&E because there are no ambulances available.
The Government has quite simply failed to recognise that their haphazard cuts come at a time when the nature of crime is changing and demands on the police are increasing.
We need a police force that can rise to the challenges of the 21st century – child sexual exploitation, soaring on-line fraud and cybercrime, and the most serious violent and sexual crimes, which are now shown to be rising.
Most significantly, neighbourhood policing is absolutely crucial in the fight against terrorism. Community bobbies are the eyes and ears on the ground that gain the vital intelligence that can nip terror plots in the bud, and yet Police Community Support Officers are set to be an endangered species by 2020. Senior figures in the Met are right to raise concerns about neighbourhood policing being hollowed out at a time when we most need it to guard against attacks.
The Government cannot say they haven’t been warned. Labour have long told of the danger of slashing the policing budget at such pace. With senior figures from policing, Parliament and even May’s own benches joining in the chorus telling her that cuts of this scale pose an unacceptable risk to public safety, she can no longer run away from her record.
May faces a legal challenge from Police and Crime Commissioners over her funding plans. She had to face down Conservative MPs from the West Midlands who joined Labour to plea for fairer funding for their region’s police.
Just last week, Boris Johnson told City Hall that it cannot be right that the new funding arrangements will skew resources towards rural areas and away from metropolitan regions.
The National Audit Office and the Home Affairs Select Committee have already warned that the Government are taking dangerous gamble in degrading the frontline services that people rely on. Now, the Police Chief’s Council are taking their turn to sound the alarm.
The first duty of any Government is the safety and security of its citizens. As her funding cuts become more and more extreme, we urge Theresa May to look at the evidence, listen to what police forces across the country are telling her and reconsider her reckless proposals. The safety of the British public depends on it.
