    A sewage spill that originated in Mexico dumped more than 140 gallons of raw waste into the Tijuana River, flowing into California for two weeks before it was finally stopped. Local authorities had to actively inquire about the stench in certain neighborhoods before information about the spill was released, reports said.
    The spill began Feb. 2 while maintenance was performed on a sewage collection pipe, a report released Friday by the International Boundary and Water Commission said. It was finally contained two weeks later after millions of gallons of waste had already made it into the water. The Tijuana River runs downhill from Mexico into the United States before draining into the Pacific Ocean, exacerbating the ability of pollution to run into the ocean.
    Serge Dedine, mayor of Imperial Beach, California, said he had to send a written inquiry to the International Boundary and Water Commission before any information about the spill was released, the Associated Press reported. Numerous beaches in San Diego County were affected by the spill, but they had already been closed due to runoff from the recent storms that pummeled the area.
    “Border authorities charged with managing sewage infrastructure and reporting these spills must do better and be held accountable for this act,” he said in a statement Saturday. Dedine also called for the resignation of Edward Drusina, chief of the International Water Commission

    California Government Official Instructs Employees To Boot ICE Agents Out Of State Offices


    Selective enforcement of the law.

    California Labor Commissioner Julie Su instructed employees last month at the state’s labor offices to remove Immigration and Custom Enforcement agents from their premises. The decision put a halt to ICE’s ability to learn more about illegal immigrants based on labor disputes reported to the labor board.
    From here on out, the only time labor office employees are to comply with ICE is if the agent has a warrant, the Los Angeles Times reported Thursday night.
    “There is no doubt that allowing ICE to freely enter our office would have a substantial chilling effect on the willingness of workers to report violations and participate in our fight against wage theft,” Su told the Times.
    Su decided to put this measure in place after numerous illegal immigrants complained about employers threatening to contact ICE and have the employee deported if a claim was filed against the employer.
    According to the Sacramento Bee, Su claimed that “the presence of immigration officers in state offices could disrupt the enforcement of labor laws by discouraging immigrant workers from reporting employers who short them on wages or unfairly punish them in other ways.”
    The fear of deportation has many illegal immigrants no longer wanting to pursue their cases, Su said.
    “It’s our job to prevent retaliation, not assist in it,” Su told the Sacramento Bee. “Our fundamental job is to make sure that there are strong workplace protections in every workplace in California. In California, the long-standing policy has been that immigration status is irrelevant to protections of California labor laws.”
    When office employees ask ICE agents to leave, they are instructed to take down the agents’ contact information and contact a department attorney or executive.

    In its rush to destroy itself, California has gone and done this:
    Gov. Jerry Brown signed a bill Friday that lowers from a felony to a misdemeanor the crime of knowingly exposing a sexual partner to HIV without disclosing the infection. The measure also applies to those who give blood without telling the blood bank that they are HIV-positive. Modern medicine allows those with HIV to live longer lives and nearly eliminates the possibility of transmission, according to state Sen. Scott Wiener (D-San Francisco) and Assemblyman Todd Gloria (D-San Diego), authors of the bill.
    “Today California took a major step toward treating HIV as a public health issue, instead of treating people living with HIV as criminals,” Wiener said in a statement. “HIV should be treated like all other serious infectious diseases, and that’s what SB 239 does.”
    It's refreshing to see that in the eternal race between Eros and Thanatos, Eros generally comes out on top. But who was treating people with HIV as criminals? People with lethal communicable diseases have always been treated specially -- quarantine or exile was their fate in the past -- and few diseases have been combated with such alacrity and vigor as AIDS. To knowingly endanger the lives of others, not to mention to reinfect the public blood supply and receive in return a slap on the wrist, is just nuts. But, hey, rights.

    Gov. Jerry Brown Signs Bill Removing Penalty for Using Gun in Crime

    30 Oct, 2017 30 Oct, 2017 At the end of the latest legislation session Gov. Jerry Brown (D) signed a bill removing mandatory enhanced sentencing for criminals who use guns in the commission of their crimes.

    He did this at the same time that he signed other legislation making it illegal for teachers to be armed on K-12 campuses for self-defense.
    Liberal logic–teachers are not allowed to shoot back if under attack and criminals face no mandatory sentence enhancement for using a gun in carrying out an attack.
    Assembly Bill 424 made it illegal for teachers to be armed for self-defense and Senate Bill 620 removed the mandatory enhancement for using a gun for crime. SB 620 removed the mandatory enhancement from the Penal Code and placed it at the discretion of the judge presiding over the case.
    The ChicoER observed, “So on one hand Brown and the Legislature make it more difficult for a teacher to protect children against gun-wielding criminals, while on the other they reduce potential penalties for gun-wielding criminals.”
    Bills like AB 424 and SB 620 were the result of lawmakers scrambling to find any remaining areas where gun bills could be passed. After all, California Democrats passed so many laws in 2016, via Gunpocalypse, that the bills they passed this year served to either extend extant controls or repeal mandatory gun penalties for criminals, as in the case of sentencing guidelines.

    Yet as with older gun controls, these new controls only impact law-abiding citizens. We saw proof of this in “the wave of legal purchases” that preceded the implementation of the laws contained in Gunpocalypse. Law-abiding citizens were getting out and buying everything they could while doing so was still legal.
    The ChicoER noted such purchases “tell us that new gun laws have their greatest effect on law-abiding shooters, not those bent on criminal or violent misuse. Gang members and other gun criminals, by their nature, don’t make legal purchases. Rather, they acquire weapons and ammo surreptitiously, in ways that don’t leave paper trails of ownership.”

    California Gov. Moonbeam To Protesters During Climate Speech: ‘Let’s Put You In The Ground’

    California Gov. Jerry Brown jokingly called for protesters to be “put in the ground” as they disrupted his speech at a climate change event in Germany.
    “I agree with you, in the ground. Let’s put you in the ground so we can get on with the show here,” Brown, a Democrat, responded to protesters Saturday yelling as they chanted about fighting pollution and keeping oil in the ground.
    Brown was speaking at the U.S. Climate Action Pavilion on behalf of “America’s Pledge,” which brings together leaders from both the private and public sector to ensure America remains dedicated to the climate goals of the Paris Agreement.
    Gov. Brown is on a 10-day visit to four countries while on his way to the United Nations conference on climate change.

    A Half-Loaded Gun, A Well-Built Bunker And 1,000 Hidden Bikes Found Along Santa Ana River Homeless Camp

    The makeshift bunker beneath a recently-displaced Fountain Valley homeless encampment was big enough for a grown person to stand inside, replete with wood-paneled walls and a support beam, and accessible only via a small hatch camouflaged to blend in with its dirt surroundings.
    The half-loaded .357 Magnum found near the same camp, along the Santa Ana River, contained three empty shell casings – meaning it had been fired.
    And the 1,000 bicycles discovered hidden away in the flood-control channel’s dark tunnel system in Santa Ana, two miles north of the encampment, could suggest a large-scale theft ring.
    Orange County sheriff’s deputies and public employees said they uncovered unusual and dangerous conditions in the recently cleared homeless camps on the riverbed in Fountain Valley and in portions of the river to the north. The findings, they said, posed public safety risks and indicated that the area was rife with crime, though the sheriff’s department provided no evidence linking that the gun or bicycles came from
    “It just backs up the data that we’ve collected, which says there is a significant criminal element in the homeless encampments,” sheriff’s Lt. Jeff Puckett said.
    The sheriff’s department provided no evidence linking that the gun or bicycles to the homeless or the Fountain Valley encampment but said the investigation is ongoing.
    County employees discovered the bunker Wednesday, Nov. 16, as part of a cleanup effort after the county forced about 200 people to move out of the area five days earlier.
    The cavern’s hatch was concealed beneath a thin layer of dirt. But once workers opened the plywood trapdoor, they found a series of wooden steps that took them six feet underground, to a reinforced, 10-foot-by-10-foot room big enough for a 5-foot-7-inch person to stand upright.
    Officials don’t know how the bunker was built or who used it.
    “We’re not sure what (the room) was for – probably some type of living situation,” Puckett said. “It’s nothing I’ve ever seen before.”
    The county moved to clear the encampment, located between Warner and Edinger avenues, following months of complaints from neighbors that homeless people were trespassing, harassing residents and stealing from nearby homes. Some of the discoveries, officials said, add credence to those neighbors’ complaints and fears.
    The gun, for example, is of interest to investigators. Puckett declined to say where the gun was found, though he indicated it was discovered a week ago. He also couldn’t discuss if the gun was used in any open crimes or other details of the investigation.
