It will be eventually. Right now it's a government cash grab. What you're seeing in Oregon is it got grabbed too hard.
In Hawaii, there's dozens of small time growers on every street who completely ignore any rules and regulations. The Feds come through every couple of months but the local police don't get involved. And the helicopters can't spot 10 or so plants hidden in the jungle. Even more are the people who consume it for recreation or therapy and don't bother to pay the $200 fee for licensing.

It is just a matter of time before CA-OR-WA get their heads together on this. The bigger producers will force that. International borders will probably take longer, although money greases the wheels of bureaucracy eventually.
