At the time of Jesus Christ, Judea wasn't ruled by Israelites. Judea was ruled by Edomite-jews [Herods], client kings of Rome.

I guess you missed the important part of the Bible that tells us that God incarnated as Jesus to die... not to rule.

In fact, Jesus resisted the ultimate temptation... His power as God to change His fate and rule as a king at that time... instead of dying and resurrecting as the King of kings.

Btw... God also decreed rules on how to determine guilt lawfully. Like all of God's laws, those rules were to be administered by God's people in their society/nation/kingdom.
