In my humble opinion, the Speaker is dragging things out by resisting an impeachment inquiry for so long, only now opening an inquiry at the committee level. The drip, drip, drip of Trump administration members' testimony, (eleven so far?) will eventually lead to calls for the full house to vote on an impeachment inquiry. There will be another round of delays as potential witnesses screw up the courage to testify. All of this will take time and the minority party will want to call their own witnesses which will require further negotiations, pushing the schedule even further back.

In Pelosi's mind, a trial in the Senate may not be the end game but instead her goal could be to weaken Trump with an avalanche of bad press going into the 2020 election.

Trump's claim to be draining the swamp is looking very hollow at this point with a record number of lobbyists hired and two of George Soros' business partners winning cabinet positions.
