Next they'll say Guliani infiltrated an underground base of lizard people, slit their throats with a bowie knife, then tore the laptop off a satanic altar.

Because big shots in a corporation never have the IT department fix their laptops. Instead they drop it off at a corner repair shop and forget about it. And the guy at the store is too blind to see who the customer really was, because computer repair is such an easy job for the visually impaired. And of course the tech gave a copy of the hard drive to Guliani's lawyer BEFORE the FBI, no lawsuit liability there. And the FBI just sits on hard drives for a year without investigating.
